Inspect, triage, organize, and update an existing engineering or product backlog across GitHub and/or Jira while preserving each work item's authoritative system of record. Trigger for backlog review, prioritization, dependency/status cleanup, issue linking, sprint/iteration organization, or cross-provider traceability. Do not use to design a substantial new initiative from scratch or to implement the backlog in code.
Plan a new initiative, feature, migration, or substantial change into provider-neutral outcomes, work items, dependencies, acceptance criteria, and delivery traceability, then map the approved plan to GitHub and/or Jira. Trigger when work needs to be structured before implementation, especially when GitHub Issues/Projects and Jira may both participate. Do not use for coding the implementation, routine repository delivery already covered by an approved backlog, or a tiny one-off task.
