Pull Request 제목과 본문을 작성하거나 기존 설명을 개선할 때 쓴다. 실제 변경에서 해결할 문제, 변경 후 동작과 검증을 정리하고 필요한 위험과 관련 링크를 덧붙인다. 코드의 버그·회귀 검토는 code-review를 쓴다.

- 저장소 서비스나 로컬 변경을 읽을 수 있는 도구를 사용한다. GitHub MCP는 선택 가능한 경로다. 접근 도구가 없으면 사용자가 제공한 diff·파일 내용·변경 자료로 검토한다.
