Edit/Write: tool_use gate asks a person before a write to CI, hook or bot config (GitLab, Jenkins, CircleCI, CODEOWNERS, husky, more). Not judged: deletions, empty writes, shell writes to non-GitHub CI paths; plugin installs ship no gate.
