Fixed

  • Decode read-only Git, GitHub CLI, and specialist-command output explicitly as UTF-8 instead of relying on the host locale, preventing Windows non-UTF-8 code pages such as cp1254 from crashing audit subprocess readers.
  • Treat missing or malformed successful GitHub CLI output as explicit UNKNOWN_ERROR evidence instead of raising a secondary JSON TypeError.

  • Ship the canonical control catalog and JSON schemas with Python distributions so plan, audit, and validate work from normal pip/pipx installations outside a source checkout.
  • Release and publication smoke gates now install the built wheel in an isolated environment and load its control catalog and schemas, preventing parser-only checks from missing runtime packaging regressions.
