합의된 목표·권한·예산을 이어받아 loop_setup/LOOP.md에 개발 루프를 준비한다. 루프 세팅 요청을 다루며 Loop 시작이 승인되면 질문 없이 구현·검증·복구·최종 보고까지 이어 간다. 기존 운영 조정은 loop-update로 다룬다. '루프로 완성해줘', '구현까지 진행해줘'처럼 실행을 요청하면 제품 Loop 계약(네 게이트·별도 세션 검증)을 위해 직접 구현하기 전에 사용한다.
