11 Skills in THREE responsibility layers: management (3), professional methods (5), technical/safety (3). One task, no extra approvals for ordinary authorized internal coding. Management owns Master Plan → Agile Board promotion; Bridge execution remains bound to installed machine contracts.

Git result handback: Every delegated coding Agent must deliver code and material reports to the authorized Git result branch by the assigned publication owner (Agent or Bridge), and return the observed remote SHA. CHAT reads back Git before accepting DONE. Prompt Builder only writes the return instruction, never performs Git or Bridge operations. If push is unavailable, delivery is GIT_DELIVERY_PENDING until separately authorized publication and verification.
