project-review

Read-only, out-of-cycle project assessment. By default it reads and analyzes every review-relevant repository file across every applicable review domain, traces source code and cross-file behavior, and writes an evidence-backed Markdown report with an auditable file-coverage ledger. Scoped quick, standard, focus, and branch profiles disclose deliberate omissions rather than claiming exhaustive coverage.

In deep mode, the review may stop only after the complete file inventory is read and analyzed, the ledger is reconciled, and the final report is generated. A scoped profile may stop only after its declared scope is complete and its omissions are explicit.

The review never modifies project source, configuration, tests, existing documentation, infrastructure, or remote systems. Its only permitted project-file write is the final report (PROJECT_REVIEW.md, or a non-conflicting timestamped name).

Where it fits

This is an out-of-cycle assessment tool. It is independent of the Agile product-to-sprint cycle and does not replace per-PR review, sprint closeout, or the deep-refactor audit-to-ticket-to-PR workflow.
