It produces a Manager Review Draft, Self-Review Draft, or Annual Review Audit with an evidence ledger, supported behavior and impact, rubric mapping, measurable development actions, and visible gaps for missing incidents, dates, metrics, or rubric terms. It refuses to recommend or populate a rating or make layoff, promotion, compensation, or termination decisions. Even if the user only asks to polish a review, use this skill so period coverage, attribution, evidence quality, and decision ownership are checked before wording.
