Use before asserting how an external tool, library, API, platform, or service behaves -- a version number, a feature's support status, a deprecation, a default, a field's exact semantics, a rate limit, or a comparable factual claim. Requires independently fetching or verifying a primary source (the tool's own docs, its changelog, or the observed live state) before the claim is stated as Fact rather than answered from memory or from someone else's unverified say-so; an unreachable or unverifiable primary source demotes the claim to Speculation instead.
