Review whether a non-skill, non-gate instruction channel -- CLAUDE.md (root or subdirectory), a Subagent definition, an Output style, a system-prompt-append configuration, or Auto-memory content -- is engineered to a mature standard on five points -- ownership/review gating, bounded growth, placement/disclosure fit, enforcement-fit, and provenance/adversarial independence. Use once the target is confirmed to be one of these five channels, not a Skill (evaluating-skill-quality's own job), a deterministic gate/hook (evaluating-deterministic-gate-quality's own job), or a Rule (out of scope -- Claude Code's own proprietary, non-portable mechanism). One disclosed adjacency -- criterion 3 mirrors evaluating-skill-quality's own Mechanism-fit check from the opposite artifact -- that skill asks whether a SKILL.md candidate should be one of these channels instead; this skill asks whether content already living in one of these channels should be a skill instead.
