drafting-issues
Use when the user -- or the current workflow itself, mid-task -- needs to open, file, or draft a brand-new GitHub issue for a feature, fix, or refactor and no issue exists yet, or needs to append new findings to an ACM issue this skill already drafted. Elicits the change from the requester and drafts an Acceptance Criteria Map before the issue is created, so planning-a-branch-from-an-issue can read it instead of building one from scratch. Distinct from planning-a-branch-from-an-issue (starts from an existing issue, plans a branch/PR); this skill only authors or updates the issue.
