Drives the PR through auto-subscribe, fix, review-thread resolution via the API, an independent two-layer review verdict, and a mergeable_state check to a terminal state -- the PR left in GitHub's own DRAFT state for a human to merge, or closed with rationale. This skill never merges a PR itself.
