Candidate influence map for one EU legislative file or policy topic: organisations that may have engaged, from MEP-declared meetings, Transparency Register declarations, the Commission's published meetings with interest representatives and Commission expert groups, every link labelled with its linkage tier and an uncalibrated heuristic score. Use for "who lobbied on the AI Act", "which organisations met the Commission about the Packaging Regulation", "which expert groups advise DG ENER". Not for: legislative history (use eu-file-tracker), votes (use eu-vote-analysis), funding (use eu-funding-map), open retrieval (use eu-gov-data). Never names individuals and never proves lobbying.
