Use whenever the user asks about tensions, contradictions, gaps, what's not adding up, said-vs-spent, where a policy is stuck, or angles for a roundtable on a Dutch policy topic. Not for: monitoring (→ nl-gov-data); strategy (out of scope); toezeggingen or commitment delivery tracking across a defined corpus (→ nl-accountability); single-claim fact-checking (→ nl-evidence-grounding); entity or issue framing (→ nl-issue-framing).
