Use when the user asks to "address review comments", "address review", "resolve REVIEWs", "check REVIEW tags", or any equivalent phrasing. Also use before committing (commit, amend, fixup), before creating or updating a PR/CR, and before declaring a plan or design doc final, to check that no REVIEW: tags leak through.
