Use when code contains openrouter.ai URLs, sk-or-v1 keys, OPENROUTER_API_KEY or OpenRouter provider objects and the user wants a full migration. Not for other source platforms (use phaseo-migration) or new Phaseo integrations (phaseo-gateway).
