Use this skill to assess, plan, apply, or resume administrative setup for an existing GitHub Enterprise Cloud account on github.com or ghe.com. Trigger for coordinated enterprise or organization work such as organization landing zones, identity and team access, repository factories and rulesets, Actions platform policy, security rollout, Copilot seats and controls, audit, billing, or governance. Use it when the user wants live-state discovery through GitHub CLI and a reviewed multi-resource setup or alignment plan. Do not use it for standalone GitHub CLI authentication troubleshooting, personal repositories, single-repository content or configuration edits, workflow debugging, migration-only work after the target is configured, GitHub Enterprise Server administration, conceptual explanations, or application code that calls GitHub APIs.
