Check that a public site publishes a sitemap, that the XML is well formed, and that a sample of its URLs answer. Looks in robots.txt, then /sitemap.xml and /sitemap_index.xml. Use when the user gives a repository or site URL and asks about sitemap.xml, or runs /niaid-bp-sitemap.
