Start here before build-perf-diagnostics, incremental-build or build-parallelism. DO NOT USE FOR: known repeated-restore fixes (use eliminate-redundant-restores), non-MSBuild builds. For measured target/task/analyzer bottlenecks, use build-perf-diagnostics.
