generate_technical_drawing

Record a drawing package for a committed CAD part (toleranced dimensions, GD&T callouts, surface finishes and inspection requirements) as structured data linked to that part, after checking the nominal values against the real geometry. Use when the user asks for a drawing, a drawing spec, tolerances, GD&T or surface finish callouts for a part, or an inspection sheet, or when a manufacturing phase needs a technical_drawing deliverable. It does not render a 2D drawing sheet.
