디센트 공용(decent-common) 플러그인의 API 키 설정·확인·교체. 이 플러그인의 작업이 외부 API 키를 필요로 하면 API 작업 전에 먼저 사용하고, 사용자가 이 플러그인의 API 키 저장, 저장 여부 확인, 키 교체를 요청할 때 사용한다. 누락된 키만 대화로 받아 사용자 홈의 플러그인 전용 .env에 저장하며 값은 출력하지 않는다.
