cla-setup
Set up or refresh a repo for the cla plugin: create whatever is missing of cla.io/ without overwriting anything there, seed OpenSpec authoring rules, write the economy rules file .claude/rules/cla-economy.md (replaced whole on every run), and populate or reconcile cla.io/project-facts.md from the repo's own manifests. Changes any other existing file only on the user's yes, apart from appending one line to .gitignore. Run with /cla:cla-setup.
