Queries the project's chronicle/entries/ layer for prior decisions, hypotheses, stakeholders, and customers whose scope, role, status, or keywords overlap the current work, and surfaces them before fresh analysis begins. Use before reviewing, proposing, or producing a non-trivial artifact in a project with a chronicle. If the project only has memory/decisions/ files use memory-query; to write a new entry use chronicle-record.
